Cebu Provincial Government Moves to Digitalize Public Services

To modernize public service delivery, the Cebu Provincial Government has passed an ordinance institutionalizing digital governance across the province.

Approved on December 15, 2025, the Cebu Province Digital Services Act of 2025 provides a legal framework for the digitalization of government services, particularly in regulation and revenue collection.

The measure was authored by Mandaue City Lone District Board Member Malcolm Sanchez, chair of the Provincial Board’s Committee on Information and Communications Technology.

The ordinance mandates provincial offices to shift key transactions from manual to electronic systems, aiming to improve efficiency, transparency, and accessibility for the public.

Sanchez described the law as a major step toward faster, more transparent, and citizen-friendly services in Cebu.

“Pinaagi niini, mapalig-on ang online transactions, digital payments, ug data privacy, aron mas sayon ug episyente ang pagserbisyo sa katawhan,” he said.

All provincial departments are directed to digitize services such as taxation, permits, licenses, clearances, certifications, assessments, and renewals.

Central to the law is the creation of the Electronic System for Regulatory and Revenue-Related Transactions (e-SRRRT), a unified online platform for processing, tracking, and monitoring applications and payments.

The system will integrate with the Central Business Portal and the Electronic Business One-Stop Shop (eBOSS) of cities and municipalities to ensure seamless transactions.

Electronic documents and payments made through the platform will have full legal effect under the E-Commerce Act, while online payment options will include bank transfers, e-wallets, and QR-based systems.

To protect user data, the ordinance requires compliance with the Data Privacy Act, with oversight from a designated Data Protection Officer and implementation led by the Provincial ICT Office. (SBA)
