Half-naked in public? Cebu City imposes fines up to P5,000 under new ordinance

Cebu City has approved a new ordinance imposing stricter rules on public attire, penalizing individuals who appear half-naked or wear indecent clothing in public spaces.

The Cebu City Council passed the Public Decency and Attire Ordinance to promote what lawmakers described as a more respectful and family-friendly environment in shared areas.

Under the ordinance, individuals who appear half-naked, wear underwear, or use sheer clothing that exposes intimate body parts in public may face penalties ranging from warnings to fines and mandatory seminars, depending on the number of violations.

The measure applies to public places such as streets, parks, plazas, markets, transport terminals, malls, commercial establishments, and government offices.

Penalties escalate for repeat offenders

Violations carry progressive penalties:

  • First offense: Verbal warning, written reprimand, and barangay orientation
  • Second offense: Mandatory gender sensitivity and public decency seminar
  • Third offense: P1,000 fine
  • Fourth and subsequent offenses: P3,000 fine and behavioral counseling

Individuals who refuse to attend required seminars or counseling may face administrative or criminal charges, with penalties of up to P5,000 or imprisonment of up to one year.

Exemptions

The ordinance does not apply to:

  • Private areas not visible to the public
  • Religious, cultural, or theatrical performances
  • Official sports events and work-related attire
  • Medical emergencies and breastfeeding
  • Designated areas such as beaches and swimming pools

Purpose of the ordinance

The measure was authored by Councilor Sisinio Andales and follows guidance from the Department of the Interior and Local Government (DILG), which encouraged local governments to adopt policies promoting public decency and propriety.

The ordinance will take effect 15 days after publication and will be enforced by the Cebu City Police Office, the Anti-Indecency Board, and barangay enforcement teams. (LLP)
