The Traffic Enforcement Agency of Mandaue (TEAM) issued traffic citation tickets to Barangay Basak Captain Felipe “Eping” Diano for violating the no-helmet policy and disregarding traffic signals on January 6, 2026.
TEAM Head Hyll Retuya emphasized that traffic laws are enforced strictly, regardless of a person’s position.
“Even if an official commits a traffic infraction, he will be treated fairly, the same as an ordinary citizen on the road,” Retuya said.
Diano was not apprehended at the time of the incident, but action was taken after a concerned citizen uploaded a video on social media on Monday afternoon, January 5.
The footage showed Diano riding a motorcycle without a helmet along a highway in Barangay Basak while wearing his barangay uniform.
After the video went viral, Retuya directed TEAM personnel to verify the incident and take appropriate action.
Diano later coordinated with TEAM and visited the agency’s office, where he was formally issued citations and informed of the corresponding penalties.
The video uploader, who identified herself as “La Monalux,” said she posted the footage out of concern for public safety, not to malign anyone.
She explained the post was meant to raise awareness, especially among young motorists, about the dangers of riding without a helmet and ignoring traffic rules.
Diano released an apology video, explaining he was responding to an emergency at his home where electrical sparks nearly caused a fire, prompting him to rush without a helmet.
“Nangayo ko og pasaylo sa publiko tungod sa wala nako pagsul-ob og helmet. Emergency gyud kaayo kay hapit masunog ang akong panimalay,” he said.
Records show Diano paid a total of P1,000 in fines—P500 for the no-helmet violation and P500 for disregarding traffic signals. (VCL)
