Cebu sets up council to protect agriculture, fisheries

The Cebu Provincial Government has established a council to strengthen the conservation, protection, and sustainable development of agriculture and fisheries across the province.

Governor Pamela Baricuatro signed Executive Order No. 86 on December 21, 2025, which institutionalizes the Provincial Agriculture and Fishery Conservation and Development Council (PAFCDC) to coordinate programs and policies on agri-fishery resources.

The executive order highlights the role of agriculture and fisheries as essential to food security, livelihoods, cultural heritage, and economic growth, emphasizing the need for a long-term and coordinated policy approach.

Under the order, the PAFCDC will formulate and recommend provincial policies, plans, and programs for the conservation and sustainable development of agricultural and fishery resources.

It will promote climate-resilient and environmentally sound practices, support organic and value-added production, and strengthen market access and post-harvest facilities.

Baricuatro will chair the council, with Provincial Agriculturist Dr. Roldan Saragena as vice-chairperson.

Other members include key provincial officials such as the Provincial Fisheries Officer, Provincial Planning and Development Coordinator, Provincial Environment and Natural Resources Officer, Provincial Budget Officer, Provincial Social Welfare and Development Officer, and Provincial Disaster Risk Reduction and Management Officer.

Representatives from national agencies including the Department of Agriculture and the Bureau of Fisheries and Aquatic Resources, as well as farmers’ and fisherfolk organizations and academic or research institutions, are also part of the council to ensure a multi-sectoral approach.

The council is tasked with protecting agricultural lands, fish sanctuaries, marine protected areas, and critical habitats while coordinating with local government units, national agencies, and the private sector.

Component cities and municipalities are encouraged to align their programs with the provincial council and establish local committees to support implementation.

All concerned provincial offices are directed to integrate agriculture and fishery conservation strategies into their plans, programs, and budgets.

Funding for the council’s operations will come from available provincial government funds in accordance with existing budgeting and accounting rules.
