LTO 7 Orders TV Reporter to Explain Viral Hit-and-Run in Cebu

The Land Transportation Office (LTO) 7 has issued a Show Cause Order directing a media personality and the registered owner of his vehicle to explain their involvement in a viral hit-and-run incident in Cebu City.

Atty. Vincent Francis Bien Santiago, Acting Chief of Operations Division and Regional Legal Officer of LTO 7, signed the order, stating that video footage shows the driver allegedly breaking multiple traffic laws while fleeing the scene.

LTO 7 charged the driver with reckless driving under Section 48 and improper operation of a motor vehicle under Section 27 of Republic Act 4136, operating a vehicle under the influence of alcohol or drugs under RA 10586, and disregarding traffic signs under Joint Administrative Order 2014-01.

LTO records show he has no valid driver’s license and could face disqualification from obtaining one.

The order instructs the driver and vehicle owner to appear in person at LTO 7 Operations Division along N. Bacalso Avenue, Cebu City, on Wednesday, January 29, 2026.

They must submit a written explanation.

LTO 7 will proceed with the case based on existing records if they fail to appear or file their explanation.

Police said the incident occurred late Friday night when the reporter struck a car stopped at a red light on Escario Street, in front of the Cebu Provincial Capitol.

The 72-year-old victim’s vehicle sustained a rear-end collision.

When a passenger approached to settle the matter, the reporter refused to cooperate and fled toward Fuente Osmeña Circle, prompting a police pursuit.

Online videos show the reporter accelerating along Osmeña Boulevard while police and bystanders tried to stop him.

Footage shows him running a red light near Cebu City Central Elementary School and driving counterflow along N. Bacalso Avenue, passing the Cebu South Bus Terminal and regional offices of the LTO and the Bureau of Fire Protection.

Police cornered the vehicle in Barangay Tisa on Katipunan Street, where CCTV footage shows it stopping in the middle of the road.
