Despite Cebu Governor Pamela Baricuatro’s calls to avoid public demonstrations, local Duterte supporters are set to hold a rally on Thursday, January 29, 2026, coinciding with ASEAN Summit activities in the city.
Baricuatro has urged residents to refrain from rallies, caravans, noise barrages, and other major public gatherings during the summit on January 28 and 29, emphasizing the need to maintain smooth operations and a positive image for international delegates.
Former congressman Mike Defensor confirmed his participation in the rally.
“Yes, there will be a rally tomorrow and I will be joining. This will be organized by the Sara Duterte Riders, if I’m not mistaken,” Defensor said.
He said the protest aims to voice grievances over alleged government corruption, push for the unblocking of impeachment complaints, and highlight concerns regarding the detention of former President Duterte.
Defensor added that the group intends to bring these issues to the attention of ASEAN delegates.
“They also want to inform the ASEAN leaders about the state kidnapping that happened to former President Duterte,” he said.
Defensor underscored that the rally represents citizens’ right to freedom of expression, regardless of its timing alongside international events like the ASEAN Summit.
Other personalities expected to attend include Atty. Ferdinand Topacio of the PDP, with additional participants still being finalized.
Baricuatro, meanwhile, stressed in a Facebook post that such activities could disrupt traffic, burden security forces, and affect the smooth conduct of the summit.
She called on the community to cooperate in presenting Cebu as a capable, peaceful, and gracious host for delegates and observers from across Southeast Asia.
“I am asking for your help to ensure the ASEAN Summit Jan 28 & 29 hosted in Cebu is a resounding success,” the governor said.
She encouraged citizens to demonstrate Cebu’s hallmark “calm strength, hospitality, and respect for others” instead of participating in rallies or noise-making activities.
The governor also called for public support for summit organizers, security personnel, and workers, saying that cooperation would project a healthy and positive image of Cebu.
Baricuatro emphasized that the summit represents more than a two-day event, noting it is an opportunity to promote a brighter economic and social future for the province.
