Bantayan Island’s very own Hon. Dr. Juvel Mangubat Ducay continues to make waves in public service as she earns Outstanding Councilor of the Year and Outstanding Humanitarian and Community Service at the 2025 Philippines Choice Award.
In her message following the announcement, she dedicated the honor to her constituents, writing:
“The honor is not mine. It is for the BANTAYANONS.”
From Queen to Councilor: A Trailblazing Cebuana Leader
Dr. Ducay, the first physician to serve as councilor in Bantayan, made history during the May 13, 2025 elections after securing a seat in the Sangguniang Bayan without spending for her campaign. She finished second among all elected councilors with 20,778 votes, a landslide victory she attributes entirely to the trust and confidence of her community.
Long before entering politics, Ducay was already a well-loved figure in Bantayan. A medical doctor and former Miss Universe Bantayan. She also became Miss Universe Philippines Cebu Tourism 2024, marking the first time Bantayan Island was represented at the national MUPH pageant. Her unique journey from pageantry to medicine to public service earned her the local moniker “Queen Doctora Konsehala.”

Beyond her impressive achievements, Dr. Ducay has stood out for her steady commitment to humanitarian service. Her work in healthcare, community outreach, and social welfare has strengthened her reputation as a leader who serves with compassion rather than personal ambition.
The dual recognition she received at the Philippines Choice Award highlights not only her accomplishments but also her growing influence as a public servant grounded in integrity and community-first values.
