The quiet streets of Barangay Bakilid were pierced by gunfire Thursday morning, leaving lawyer-accountant Duke Ramil Perral Lincuna dead and authorities scrambling to find his killers.
The Mandaue City Police Office (MCPO) immediately formed a Special Investigation Task Group (SITG) to probe the ambush, which occurred at approximately 5:50 a.m. along Sacris Road.
Two men on a motorcycle reportedly tailed Lincuna’s SUV and opened fire at close range after he stopped.
He was rushed to the Mandaue City District Hospital but was declared dead on arrival due to multiple gunshot wounds to the face, head, and body.
Police recovered at least eight empty shells at the scene.
The SUV sustained a shattered window, multiple bullet holes, and blood on the driver’s seat. It is now held at Mandaue City Police Station 2 for further examination.
MCPO spokesperson Lt. Col. Mercy Villaro said the SITG is working to identify the gunmen, determine a motive, and accelerate case resolution.
Investigators are enhancing CCTV footage showing the two suspects, including a clip where one suspect’s bonnet briefly came off, as well as footage capturing their faces.
The task group held its second meeting on December 12 to review new leads.
Authorities are exploring personal, professional, and business angles, though the motive remains undetermined.
No person of interest has been identified at this stage. Villaro also appealed to the public for any clearer CCTV or dashcam footage that may help the investigation.
Lincuna, 54, a resident of Barangay Lamac in Consolacion, was assigned to the BIR RDO–81 Cebu City North, handling large-scale business, property, and real-estate matters.
His family and friends said he had not reported any death threats; investigators will examine his electronic devices to verify this.
Police Regional Office–7 deployed additional personnel and support units from the national level.
Regional Director PBGen. Redrico Atienza Maranan sent chiefs from the Regional Anti-Cybercrime Unit (RACU), the Criminal Investigation and Detection Group (CIDG), and other offices to fast-track the investigation.
The MCPO said the SITG will continue coordinating with other law enforcement agencies to ensure a thorough probe. The autopsy on Lincuna was ongoing as of December 12. (VCL)
